I ran:

rm -f /usr/include/des.h /usr/include/kerberosIV/* /lib/libdes* \
/usr/lib/libdes*

from /, eliminating the above from the system.

With an empty /usr/obj and /usr/src/tooldir.NetBSD-1.6ZK-i386 I ran the
command line:

./build.sh -O /usr/obj -T /usr/src/tooldir.NetBSD-1.6ZK-i386 tools

That finished without any problems. I then ran the command line:

./build.sh -O /usr/obj -T /usr/src/tooldir.NetBSD-1.6ZK-i386 build

It died building kdestroy. Couldn't find libdes.so.7.
