It seems that it wasn't correct.  ;-(

1. The disk is sometimes recognized regardless of settting debug flags.
2. boot loader (BIOS) always recognize the disk and load kernel from it.

For example, when I repeated "> boot netbsd -a":

	- 3 times success.
	- 5 times fail.
	- 2 times success.
	- and so on...

And when disk was recognized, retrying with soft error happened.
