No, it's not a bug in pccons, it's just that INSTALL_TINY doens't have the
drivers for serial ports.
I rebuild a floppy with com0 enabled, so you should be able to repeat the
procedure (start from boot-com1.fs and load kernel from boot-tiny.fs) using
this floppy:
