i had this problem a while back too.  i'm not sure if i remember exactly what 
i did to fix it, but i believe i used the `make update` in 
/usr/pkgsrc/x11/kde3.  that will take a while, (it'll prolly recompile qt3 
and kde3) but it did fix the problem.

you may also want to try moving your .kde directory to a different location, 
just on the off chance something there is messing things up.

on a side note, if you get the -current pkgsrc from cvs, you'll get kde 3.1.2
