Subject: how to use other than ctrl-alt-f1 etc for wscons hotkey ?

I have a keyboard which no matter what combination of
ctrl, alt, shift, Fn only sends the same codes as the
Fn key by itself, eg,
^[[11~ for F1.
Is there some way to specify say, F1, instead of
ctrl-alt-F1 as the hotkey?
Other keyboards work as expected.
