It's not a problem with the rumblepad, it's a problem with the USB
drivers in general.  This happens with some devices, and I'm not sure why.
(Actually, I'm pretty sure it's not the NetBSD USB stack that is wrong, but
since it doesn't do exactly what windoze does it doesn't always work.)
