This is a known problem, and I think it has been fixed.
Could you try a boot floppy from
ftp://releng.netbsd.org/pub/NetBSD-daily/netbsd-1-6/200301060000/i386
and if it doesn't work
ftp://releng.netbsd.org/pub/NetBSD-daily/current/200301110000/i386
