In some modern machine the BIOS code for PCIBIOS seems to be broken.
Presumably this is because Windoze uses ACPI these days.  I couldn't get
interrupts to work on my Sony SRX77 until I used ACPI to fix them up.
Now, our ACPI support is less than stellar so I can't suspend&resume. :(
But it's now worse than with APM, because the APM support in BIOS was
broken too. :(
