You can build a 1.6 kernel on a 1.5.x system (I've done it recently),
but you need to use (at least) the new compiler.

What I do is run build.sh to create a tool hierarchy, use the new
$DESTDIR/usr/sbin/config, and build the kernel with the new tools,
something like this:
        make CC=/u5/tools/bin/i386--netbsdelf-gcc dependall
