I have access to serial control to the machine and can reload the system and reboot the machine even when the system is crashed. Also I can remotely log in to that machine. But I have no assistance from the local person. So I can not use bootable floppy to install NetBSD.

You may want to try dd'ing the boot-big.fs to your ad0s2 partition.
Hum, this one won't probably use the serial console by default.
Unforunably there's no boot-big built with serial boot block.
