This fixed it.  Then my laptop started binding the PCIMCIA card at ne1
consistantly.  Up to that point, I hadn't really done much to tailor its
kernel config, so I made a second iteration, stripping out everything else
that I didn't need.

When I was done, the card now binds as ne0 rather than ne1.  It still
works, it just (finally) goes where I would expect it.
