So the kernel from the latest rc2 snapshot works. I did another update
from anoncvs about 1 hour ago after doing a "make build" and rebooting.

I then built a new GENERIC kernel, which seems to be smaller that the kernel
from the snapshot.

Snapshot kernel:

-rwxr-xr-x 1 root wheel 5033864 Apr 29 14:14 /netbsd

text data bss dec hex filename
4152013 398804 313512 4864329 4a3949 /netbsd

Kernel I just built:

-rwxr-xr-x 1 root wheel 5033832 Apr 29 19:21 netbsd

text data bss dec hex filename
4152011 398804 313512 4864327 4a3947 netbsd

Kernel that continually reboots:

-rwxr-xr-x 1 root wheel 5033832 Apr 28 16:24 ../GENERIC.sav/netbsd

text data bss dec hex filename
4152007 398804 313512 4864323 4a3943 ../GENERIC.sav/netbsd

The kernel that I just built works fine. I have no idea what happened.
It seems like rebuilding userland and build tools fixed the problem.

I'm now going to build a stripped down kernel and see what that does.
