You need to read the BIOS manual!
This question is asking 'Are you running windows 95?'
You should only answer 'yes' if you are!

More particularly saying 'no' makes the bios allocate resources
to isapnp cards that have 'required for boot' set to 'no' in
their control data.

Since in practise the only piece of software that has the required
knowledge to assign IRQ is the system BIOS, it is best left to
do the job.

(win95 supports isapnp cards on systems where the BIOS doesn't
support them)
