On disk caches are a feature of the disk drive, so are supported by
default an all operating systems.

If you are asking can NetBSD configure the cache on IDE drives
(e.g. from write back to write through if the drive supports it) then
I the answer is "no" -- this seems to take vendor specific utilities
such as IBM provide from http://www.storage.ibm.com.
