More specifically, cvs update update pkgsrc/mk, pkgsrc/pkgtools,
and the package you're trying to install, install the new pkgtools,
then install the package you're interested in.

(Updating the whole pkgsrc tree would be ideal, but if you're on a
slow link, the above should be enough.)
