Nevermind - I figured it out.  Turns out there WAS a problem with the Alt
key(s). I solved this by creating a mapfile as follows:

/usr/shared/wscons/keymaps/pckbd.us.special:
#This line remaps the Alt_L key to the LH Windows Start (Meta_L) key
keysym Meta_L = Alt_L

Then I made the following changes to the default  /etc/wscons.conf  file:

encode us
mapfile /usr/shared/wscons/keymaps/pckbd.us.special

Rebooting enabled the changes and now [Ctl]+[LH Win Start]+[F1-4] gives me
ttyE0-ttyE3 a.k.a wsdisplay screens 0 thru 3.

Yes, happy days are here again...
