This was caused by Todd's change to etc.i386/ttys to address PR
install/13249.  I've mentioned it before, and sent an update to the
PR (maybe updating closed PRs is futile, but I did CC tv and nathanw).

Someone needs to fix sysinst to not blindly enable ttyE* so both
don't end up enabled.
