The reason why I raised the nfs question was for setting up a terminal
server.

If nfs is so restricted in terms of serving nfs share, it may not be
suitable for this purpose. Unless it is plan carefully before hand so that
different file directories are mounted on different physical file system. In
which case different maproot can be done to the required precision. Say for
example you would allow root access to /export/client/root adn
/export/client/swap. While /export/client/usr would be granted usr or ro
right. Any good suggestion of how it should be done in this case for a
terminal server.
