FWIW, I was having the _exact_ same problem with -current and Windows 98.
NT's installer got a bit farther, but eventually blue-screened.

Using 1.5.1_BETA2, Windows NT 4 Workstation is running like a charm (and
the Windows 98 boot disk I made worked fine).
