Have you tried using the Win2k boot selector to boot NetBSD?

dd the bios boot block from your NetBSD disk, copy it somewhere that it can
be read by Windows, and tell Win2k's boot selector to use it by editing
boot.ini, eg.

[boot loader]
default=multi(0)disk(0)rdisk(0)partition(1)\WINNT
netbsd=c:\netbsd.bb

[operating systems]
multi(0)disk(0)rdisk(0)partition(1)\WINNT="Windows 2000 Professional"
/fastdetect
c:\netbsd.bb="NetBSD"

I'm not sure how to tell the boot block to boot from another disk, you may
need to modify and rebuild it.
