Maybe you could grab the fdisk sources from -current
(ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-current/src/sbin/fdisk)
and try to compile it ?

Otherwise you can try mbrlabel from 1.5.1_BETA, it should print you
something about locical partitions
