That will write an image file from disk to a CD-R.

If the original question meant, "What is the easiest way to write a
raw image file [from] a CDROM [to disk]?" then the answer is either
"cdrdao" or "cdd" depending on your needs.  You'll find them in
pkgsrc/sysutils/cdrdao and pkgsrc/audio/cdd.
