There is a project under way to port XFree86 to Windows using Cygwin:
see http://sources.redhat.com/cygwin/xfree/.

Alternatively, there is VNC, which isn't an X-server at all, but does
give you an X display in a Windows window: I've been using it with
NetBSD/i386 1.5 and NT 4.0 with good results.
