Normally that indicates that the chip thought you tried to apply 5V
power to a 3.3V card.  However, the `socket control' value clearly
specifies 3.3V, so I'm not sure what's going on.  It may be that we
need to explicitly clear the `bad Vcc' bit while attempting to power
up the card.
