It is software.

According to 
"http://www4.tomshardware.com/storage/00q1/000329/fastrak66-
04.html" and "http://www.tweakhardware.com/" it looks like it is just 
a "copyprotection" system. According to information found on the 
second site several other controllers on PCI cards and 
motherboards can be converted to Raid controllers simply by 
flashing the BIOS.
