Well, since the floppy would be available for saving configuration
information for subsequent boots, hopefully it could come up fully
configured on reboot.
I was just thinking that the absolute minimum would be already on the
floppy (kind of like you said), and the "extra" stuff you might want
could be pulled down to a ramdisk.  (like apache, or sshd, or whatever)
