Probably not.  It will end up stepping the clock by alot
every so often, and will probably never get anywhere close
to being able to do PLL or even adjtime stuffs.  That is,
if it doesn't lose its brains, it will be like running
ntpdate every so often.  It shouldn't lose its brains as
long as the clock doesn't drift from reality by more than
1000 seconds.  If that's happening, well, you might as
well use ntpdate -b or set your date manually from time to time. :-(
