I built three machines with 5, 8, and 10 ide drives and UDMA/66
controllers.  (The first with 5400rpm drives which ran cool, the
second with 7200rpm, the third i run with externally-mounted fans
and filters, or in a cold room as a space-heater:))

400watt power supplies have been ok so far.  no stability problems.
My workloads only hit one or two disks at a time, which avoids the PCI
contention problem.
