just to make up some number to answer that question, it's roughly
90/10.  that is to say...90% of the files are machine independant and
10% are alpha specific.  keep in mind, also that the etc.tgz file
doesn't *only* install files in /etc -- it also contains /dev/MAKEDEV
and some bits (mostly empty files) that belong in /var.
