I'm afraid that's not the problem here... I noted that the disk drives
were not too happy and the floppy led never even flashed.  I stuck a
volt meter into one of the power plugs for the disks and while 12v and
5v were present they did not look very stable.  

The power supply had a 240v sticker over the switch that lets you set
110v or 240v input - when I removed the sticker - the switch was
missing!  I was going to replace the power supply until I noted that
it claimed to take 110 - 240v input so I figured it would handle it
automagically - like many modern power supplies do.

Now I think that might have been a bad assumption, so I just picked up
a new 300w power supply from Fry's.
