why does 'tip' need to use a dial-out device?  Wasn't it fixed long ago
to use non-blocking opens, or did some "helpful" person disable this
necessary feature because they thought all tty devices now supported a
dial-out minor?  Or do all tty drivers implicitly support dial-out
minors now too?

BTW, although dial-out devices are mentioned in tty(4) they are not
mentioned in termios(4) where open(2)'s behaviour is described....
