 You might try out http://www.openh323.org/ which offers H.323 protocoll 
stack and implementation for true VoIP. If you manage to find a gateway
(a PSB with ethernet somewhere) you could even telephone with standard
and non-interneted telephones. It works with MS NetMeeting though, if that
is an issue.
