Can you give us the line from /etc/ttys that you're using, as well as the
serial (especially flow control) settings from the wy60?

I can't compare to FreeBSD, but in NetBSD with the default tty00 /etc/ttys
entry, it wants carrier from the wy60.

You can set flags in /etc/ttys (See ttys(5)) to not require carrier if your
terminal or cabling set can't pass it. (A Wyse60 can, are you using a 3-wire
setup perhaps?)
