/etc/ftpusers lists 'root	deny' in a standard NetBSD install.

That's an excellent default, since ftp passwords cross the network
in plaintext.

If your machines are on a private ethernet segment (at home?) and
you can be certain no one can sniff your traffic (Not even a 
compromised Windows box ;-) then you could change deny to 'allow'
temporarily. It would be even better to create a non-root user
for this though, or set up anonymous ftp for future use...

The man page for ftpd details setting up an anonymous ftp
service. Practice good security early and often :-)
