Put a line:
*.debug					/var/log/debug
and creacte the file (touch /var/log/debug) and restart syslog
(kill -1 `cat /var/run/syslogd.pid`). Then add 'debug'to /etc/ppp/options.
This will give some infos on what's going wrong in both cases.
