Normally via Makefiles under /usr/src/distrib/i386/floppies. You can
easily modify it to build your own custom floppy. Or just put a custom
kernel in /usr/src/sys/arch/i386/compile/INSTALL/netbsd and just do a
'make' in /usr/src/distrib/i386/floppies/fdset.
