port-i386: Snapshots, secr.tgz and non-US people

I've downloaded the recent snapshots which generally work fine, but
presumably as a non-US person, I'm not legally allowed to download
secr.tgz to get telnet, etc. working. Is the solution to get a non-US
person to build from crypto-intl and upload that secr.tgz to non-US
mirrors? Or have I misunderstood how it all works?
