My guess:

SUPPORT_SERIAL=CONSDEV_COM0
in your bootblock Makefile.

Disable your Intel BIOS console->serial feature.
Enable the first serial port via the BIOS.

Voila. A box that defaults to serial, unless you disable the serial port
in the BIOS. Then it would fall back to keyboard/video.
