I've seen such setups, or moral equivalent. In places like airports
and shopping malls, one sometimes sees a display and keyboard where the
machine is completely inaccessible (inside a large pillar, for
example). Sometimes most of the keyboard is covered with plexiglas,
leaving only a few keys accessible - but not always....

Not if the reason you want to reboot is that the X server is so gronked
you can't even ctl-alt-F1 back to the console and find out what's
stuck.
