It's not uncommon for people with public access terminals to have the
keyboard exposed but all the other connections buried inside of a
lockbox, yes.   How this relates to NetBSD, I'm not sure... :')   In
any case, since this would have to be a kernel option, somebody who
wanted a setup like that would be perfectly safe - either they, or
someone wanting "options CTRL_ALT_DEL" would have to have a special
configuration.
