Using a 1.3P kernle with Xmas-is sources, Sony Vaio PCG-3xx's cannot
attach the USB controller, apparently because they dont est up the io
port range correctly. The original, uncomitted pcibios patches from
Japan handled this.  The commited code doesn't (or didn't).

Its possible tweaking BIOS Parameters might fix this, but I havent yet
found a sequence that works.

Should I PR this?  ISTR the intent was to get the pcibios code to work
on all i386es with PCI BIOS, so we can turn it on in GENERIC (and
INSTALL?) kernels.
