could be anything.  need more information.
 1) what rev of netbsd?
 2) what's the firewall?  what is it running? how is it configured?
 3) what ip addresses are involved?
 4) is the firewall doing NAT?
 5) what are the *exact* commands used and what's the *exact* output?
