The problem is solved:

If I power down when switching from Windows98 to NetBSD, I don't have a 
problem.  Thanks for the hints.  Once I get the rest of the system stable, 
I'll see about adding code to the driver to avoid getting confused by 
whatever it is Win98 is doing at shutdown.
