If you compile your own kernels you might be interested in a line for your
configuration file. In GENERIC there is:
#options PCKBD_LAYOUT="(KB_DE | KB_NODEAD)"
For your case you could change that line to:
options PCKBD_LAYOUT="(KB_FR | KB_NODEAD)"
