Err, I'm not really sure what exactly your problem is -
the default lines in /etc/ttys always worked fine for me:

# name  getty                           type    status          comments
[...]
ttyp0   none                            network
ttyp1   none                            network
[...]

And then make sure ttyp0, ttyp1 exist in /dev, if not
./MAKEDEV them.
