That's probably not a good thing to try. Start with a 1.3 GENERIC config
file

It's probably the new version of config.

Don't you have 1.3 systems? It should be with them. Otherwise, I think
the source is at ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.3.3/source/sets
and the binaries
ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-1.3.3/i386/binary/sets
