I'm interpreting what you said below to mean that you have a network of
computers with one of them acting as a gateway to a ppp link. What does

sysctl net.inet.ip.forwarding

give on that computer?

If it's 0, you probably need to set it to 1. To make the change in the
kernel you can either recompile with options GATEWAY, or patch the binary
with something like gdb.
