Unless its a bad hard drive, maybe track 0 is bad  ?? Or it could be LILO still interfering with the process.. I had a similar problem and
the _only_ way I found around it is  ... yes ladies and gentlemen ... a BIG FAT DoS boot disk .. I typed :
c:\> fdisk /mbr

rebooted .. < hehe >

reinstalled and then I got netbsd's boot loader and dove into NetBSD..
if this fails you might try to use OS-BS its a boot loader that works pretty good right now .

If all that fails ... Im out of Ideas !!
