It can if there's something else at irq 4. Don't you have other serial ports
in this box ? If they're built-in to the motherboard you should either
disable them in the bios or enable them in the kernel config file, so that the
kernel knows there's something here and will not use irq4 for a pnp device.

Did you try to talk to the modem with kermit, or another utility ?
