Maybe, b. For example, apmd(8) is nearly i386 specific, but it's in
src/usr.sbin tree.

There are two ways.
1. Use pcvt(4) console and enable screen blank function. But pcvt(4)
can't turn off display's power.
2. Run X Window system and enable screen saver. This may turn off
display's power if the display controler and display are supported.
